EXCESSIVE WATER USE PENALTY PROGRAM

Most residents across South East Queensland under restrictions are not only meeting Target 140 (niet meer dan 140 liter per persoon per dag) but are setting world records for consumption in a developed nation. It isn’t fair that some households continue to use excessive amounts of water without legitimate reason.

Background

Under Level 5 restrictions, approximately 80,000 households using over 800 litres per day (twice the regional average) were required to explain their water use through a water use assessment form.

Some households could justify their usage because of the large number of occupants or because some occupants had special health conditions. Other households reduced their water usage by repairing previously undetected leaks and changing their water use practices.

However, there are still some households that are unjustifiably using in excess of twice the regional average of 400 litres a day.
The Commission has released a proposal for homes using excessive amounts of water to face tough new fines and enforcement of measures.
Homes using an excessive amount of water (more than 800 litres a day and where individual consumption is greater than 200 litres a day) without legitimate reason will receive outdoor watering bans, fines of up to $1050 and have flow restrictors installed on their household water supply.

Process

Councils (water service providers) will monitor households’ water use through the normal billing cycle. If they detect households that exceed the target, the household will be asked to explain their excessive usage.

Any household that cannot offer a legitimate explanation will be monitored through special meter readings. Should their water use not be reduced to less than 200 litres per person a day during this 30 day period, they will be subject to further meter readings and penalties which increase in severity if they continue to ignore the rules.

Offence Penalty:
1st offence: $450 fine + Outdoor watering ban
2nd offence: $1050 fine + Outdoor watering ban + installation of a flow restrictor
Further offences: $1050 fine + Outdoor watering ban + installation of a flow restrictor

(Noot: wanneer de flow restrictor is geïnstalleerd is de waterdruk zo laag dat het niet te doen is om bijvoorbeeld een redelijke straal water uit twee kranen tegelijkertijd te krijgen).

Exclusions and Exemptions

Households will not be penalised if there is a legitimate reason for excessive water use such as:

Exclusions
* Large number of occupants in the house – however the average household usage must be less than 200 litres per person;
* Leaks – however they must be fixed promptly;

Exemptions
* Special health needs (eg kidney dialysis and severe arthritis) using large amounts of water;
* Building developments/renovations requiring large amounts of water;
* Premises where the ownership or tenancy changed;
* A home based business that requires large amounts of water.
However, to receive an exemption, households must still demonstrate that their home is water wise, through the installation of water efficient taps and showers and may be asked for evidence to support their claim.
